The short [writeup on JoinUp EC](https://joinup.ec.europa.eu/news/understanding-eupl-v12) looks encouraging to use the **European Union Public License version 1.2** for new software production, especially in the context of EU-funded projects.

How would using and promoting this license and its _copyleft_ terms ensuring reciprocity influence the adoption of **free software as a public infrastructure** in Europe and elsewhere?
